On April 17, 2015, the U.S. Environmental Protection Agency (EPA) issued its final regulations addressing the disposal of coal combustion residuals (CCRs) generated from the combustion of coal at coal-fired power plants that produce electricity. EPA’s rule imposes a number of requirements to ensure the continued safe operation of CCR landfills and surface impoundments across the United States.
The City of Lakeland owns and operates the C.D. McIntosh Power Plant (McIntosh) located in Lakeland, Polk County, Florida. McIntosh previously operated one coal-fired steam electric generating unit, identified as Unit 3. On April 4, 2021, Unit 3 ceased burning coal. The unit has subsequently been decommissioned. The primary CCRs previously generated at McIntosh are fly ash, bottom ash, and synthetic gypsum (a flue gas desulfurization product). Those CCRs were beneficially used to the greatest extent possible. The remaining CCR byproducts were dry-stacked in a landfill. The landfill was closed in January 2025 in substantial accordance with §257.102(d) by leaving the CCR in place and in substantial accordance with the Closure Plan for the facility.
Under the EPA’s CCR rule, various documents are required to be posted on a publicly accessible internet site. Any such documents will be posted below and made available in accordance with the time frames provided in EPA’s CCR rule.
