The base rate includes environmental compliance charges that are directly related to federal and state initiatives regarding clean air and water mandates. Most of the expenses are related to energy production and include air emission controls, water quality monitoring and capital spending for equipment necessary to comply with the Environmental Protection Agency’s Clean Air Act.

Lakeland Electric bills are broken out for customer convenience in detail to show the base charge, fuel charge and appropriate taxes and service charges. The fuel charge on a utility bill is exactly that, the actual costs for fuel used to generate the amount of electricity used within your residence. Most utilities subscribe to the same billing practice and break out the base rate and the fuel charge for their customers. There is no mark-up in fuel. In fact, fuel is a straight pass-through charge to customers.

Based on Florida Municipal Electric Association data, Lakeland Electric’s residential rates after the April 2016 fuel charge decrease will continue to be one of the lowest in the state. Demand Price Plan

The Demand price plan is a combination of two things: 1) a demand charge ($5.60 per kilowatt - kW) that is only applied during a defined peak period and 2) a lower energy rate (2.232¢ per kilowatt hour - kWh). In comparison to the Demand price plan, the LE Standard price plan charges an energy rate between 5 to 6 cents per kilowatt-hour used with no peak period demand charge.

Customers on the Demand price plan will benefit by lessening their household demand during short periods of time, meanwhile enjoying the much lower energy rate at all times. The demand charge is determined by the customer’s highest usage during the peak hours within one payment period.

The residential peak period for the Demand price plan occurs on weekdays only and accounts for a mere 15% of the entire year. Six holidays are also Off-Peak when they occur Monday through Friday (see schedule below for exact hours).

The On-Peak hours are as follows (see image below as well):

  • Winter (Nov 1 – March 31):
    • Monday – Friday 6:01 am – 10:00 am
    • Exceptions for holidays: Thanksgiving Day, Christmas Day, New Year’s Day
  • Summer (Apr 1 – Oct 31):
    • Monday – Friday 2:01 pm – 8:00 pm
    • Exceptions for holidays: Memorial Day, Independence Day, Labor Day

The Demand price plan creates an incentive for customers to smooth out their load. The customer can do this through efficiency practices, like not running multiple appliances at one time, avoiding using appliances during peak periods, etc. Other money-saving technologies, such as battery storage and load controllers, could help as well.

Shift to Save Price Plan

If you can “shift” some of the power you use to a different time of day, this new rate option will give you an opportunity to save money. The plan features three different Monday-through-Friday “pricing periods” Off-Peak (lowest cost), Mid-Peak (mid-cost) and On-Peak (highest cost). In addition, weekends are Off-Peak.

The cost per kilowatt hour (kWhs) is different for each of those pricing periods.

  • The monthly Off Peak kWhs are multiplied times $0.058452
  • The monthly Mid Peak kWhs are multiplied times $0.1149
  • The monthly On Peak kWhs are multiplied times $0.1726

Your bill will be calculated according to how many kilowatt hours you use during each of those pricing periods. The costs are shown below:

General Service Shift to Save

Commercial customers have the potential to see lower electric bills with our Shift-to-Save price plan. With this program, companies receive a reduced rate when using electricity during "off-peak" times when Lakeland Electric’s total customer demand for power is lowest.

Rates are based on the maximum amount of electricity your company uses during specific time periods.

Commercial customers must agree to remain on the program for at least one year.

Tax Exempt Information

Notice to Lakeland Electric Customers Regarding Sales and Use Tax Exemption and Obtaining an Assignment of Rights for Refunds 
Generally the sale of electric power or energy by an electric utility is taxable under Florida law, requiring Lakeland Electric to collect and remit sales and use tax on any sale of electric power or energy from its Customers to the Florida Department of Revenue (FDOR). However, specified Customers may be entitled to an exemption from this tax pursuant to Florida Statute or as otherwise provided by the Florida Administrative Code, Rule 12A-1.053. Those Customers may apply for and obtain a Certificate of Exemption directly from FDOR. 

Customers entitled to a tax exemption may apply for a refund from the FDOR for those taxes which may have been collected in error. An application for a refund of sales and use tax from the FDOR for taxes paid on or after July 1, 1999, must be filed within three (3) years after the date the tax was paid. Customers may contact the FDOR at dor.myflorida.com/dor additional information regarding applicable exemptions. 

Lakeland Electric will issue an Assignment of Rights in lieu of a refund or credit applied to a Customer's electric bill for Sales Tax paid due to a Customer not providing a Sales Tax Exemption Certificate. Assignment of Rights Forms (State & County) are both needed from Lakeland Electric to assist in securing the refund directly from the FDOR. Once the forms have been completed by the Customer they should be mailed to Lakeland Electric address noted below, or email to Lakeland Electric at customerservicebilling@lakelandelectric.com along with a current Sales Tax Exemption Certificate for research and processing. Once the research has been completed and the refund amount confirmed, Lakeland Electric will sign and notarize the Assignment of Rights. The completed Assignment of Rights form and research will then be mailed or emailed (PDF) back to the Customer to submit to FDOR for the refund claim.
