On April 17, 2015, the U.S. Environmental Protection Agency (EPA) issued its final regulations addressing the disposal of coal combustion residuals (CCRs) generated from the combustion of coal at coal-fired power plants that produce electricity.   EPA’s rule imposes a number of requirements to ensure the continued safe operation of CCR landfills and surface impoundments across the United States.

The City of Lakeland owns and operates the C.D. McIntosh Power Plant (McIntosh) located in Lakeland, Polk County, Florida. McIntosh consists of one fossil-fueled steam-electric generation unit, identified as Unit 2, with a nominal generating capacity of 114.7 megawatts, one coal-fired steam-electric generation unit, identified as Unit 3, with a nominal generating capacity of 364 megawatts and one natural gas-fired electric generation unit, identified as Unit 5, with a nominal generating capacity of 370 megawatts. The primary CCRs generated at McIntosh are fly ash, bottom ash, and synthetic gypsum (a flue gas desulfurization product). Those CCRs are beneficially used to the greatest extent possible.

Under EPA’s CCR rule, various documents are required to be posted on a publicly accessible internet site. Any such documents will be found below and will be posted in accordance with the time frames provided in EPA’s CCR rule.
